ANNUAL REGISTRATION: Registration with the Office of Mineral Resources (OMR) must be completed by January 31, 2008. All registrants, including new registrations and renewals, must submit the registration form and any necessary attachments by this date in order to conduct business with OMR in the following year. We are excited this year to offer a single registration system for all services provided by OMR, in contrast to past years when multiple registrations were required. By timely submitting this one form, your company will be able to participate freely in all aspects of the leasing process.
WHO MUST REGISTER: Registration with OMR is required for the following:
- To submit an application to nominate State-owned lands or waterbottoms for mineral or wind leasing;
- To submit a bid for a mineral or wind lease;
- To apply for an exclusive geophysical agreement;
- To obtain a working interest in a state mineral lease by assignment, sublease, or other conveyance.

Notice to Bidders: Parties desiring to nominate or bid on State owned acreage for leasing (whether mineral lease, storage lease or wind lease) are requested to submit acreage descriptions (dxf.file, word.doc file and pdf.file) on a DVD or CD rather than a diskette due to the fact that new computers do not have a slot capability for floppy discs or diskettes. As all of the computers in the Petroleum Lands Division are replaced, there will, in a short time, be no computers capable of accessing diskettes, and nominating/bidding parties who continue to submit nominations/bids on diskette may have their nominations/bids returned until a CD or DVD is submitted.

Notice to Royalty Payors: Effective January 1, 2007, Act 519 of the 2006 Regular Legislative Session became law. Act 519 states in part, "A payor of royalty whose total monthly payment is fifty thousand dollars ($50,000.00) or more shall pay the royalty payment by electronic wire transfer". Any royalty payments totaling $50,000.00 that are made by check will be returned to the payor. Furthermore, a company may be subject to a late payment penalty if their payment is not received via electronic wire transfer by the monthly payment deadline. More information regarding royalty transfers can be found in the "Monthly Report of Minerals Subject to State Royalty - Instructions". |

Legislative
Update 2005: legislation affecting state leaseholders,
prospective leaseholders, and royalty payors
- New Lease Fee: (Act 89 of the 2005 Legislative Session)
Beginning with the September 14, 2005 State Mineral Lease
Sale, the per acre payment required from state mineral
lessees per LSA-R.S. 30:136.1(D) will be $20.00 instead
of the previous amount of $15.00.

- Bidder Registration: (Act 449 of the 2005
Legislative Session) Beginning with the July 13, 2005 State
Mineral Lease Sale, all bidders must be registered with the
Office of
Mineral Resources to bid on a mineral lease. To register,
bidders must submit a completed registration form and a
current certificate from the Secretary of State that the
Company, Partnership or LLC is in good standing and is
authorized to do business in Louisiana.
